The smallest and the richest country in EU attracts mainly the financial players. Law taxes and liberal economy are also favourable for businessmen.

For smaller companies there is a Ministry for Small and Middle Enterprises. The application costs 25 Euro, but it is connected with a few conditions. Authorities of Luxembourg require from the entrepreneur to document his financial standing (certificate from the bank), and his qualifications (University or Polytechnic Diploma), certificates from Trade Chambers (for non-residents) and certificates from previous jobs. All documents must be translated into French or German.

The registration process is very long. It takes around two months from application to start of business activity. Each company must be also registered in the local Revenue Service. If there are people employed, one has to register the activity in Insurance Institution (Association d' Assurance contrc les Accidenis).

Citizens of EU need a resident permit if they want to stay in Luxembourg for longer than three months. The permit is issued by the Municipality.

The most popular form of company (set up by craftsmen of families) is partnership. It requires only two persons with legal abilities. The tax is paid according to the owned shares.

Another common form is a limited liability company, in which the liability is limited to the sum of paid capital. In Luxembourg one can also establish a public limited company (plc.).
